The picture on the bottom is by Jack Delano and posted online was shot on Armistice Day 1940 and the Tip Top Hall is just above the drum near the Mobil pegasus sign. The side still carries the Tip Top Store signage even though it had sold out to A&P. I believe it’s the Gates Building - a post-Civil War era structure built in 1867 which had the Tip Top Theatre on its second floor in the silent era from 1913 to 1931.
The top shot is from the 1930s and shot by pharmacist operator Earl R. Holmes and just visible at the left again is the Tip Top Hall where a dance is happening. It also has the de facto concession stand for the Hall turned Theater turned back to Hall in its right side, main level.
